The Alabama Department of Transportation’s Grove Hill District team demonstrates unwavering dedication to serving the public every day.
Rivera Wheeler has led District 84 as District Administrator for seven years. He oversees a team of 24 maintenance employees who manage a wide range of responsibilities across the district.

“There is no average day,” Wheeler said. “My maintenance employees work on different jobs throughout the district while also responding to public needs.”
Each day, crews take on multiple tasks, including:
- Maintaining roads, bridges, and other structures
- Responding to public concerns and service requests
- Addressing safety issues as they arise
Wheeler said the dedication of his employees sets District 84 apart. Many team members respond to emergency calls after hours and regularly work beyond normal schedules to complete critical work.
“My employees show a strong commitment to excellence,” Wheeler said. “They give their time and energy to complete tasks, even during emergency calls.”
Wheeler said the team’s professionalism and reliability drive the district’s success. Employees frequently go beyond their assigned duties, leaving a positive impression on both the community and the department.
Several projects are underway or planned in District 84. Wheeler said the team continues to prioritize roadway safety through:
- Upcoming slide projects in the area
- Asphalt corrections to improve road conditions
- Vegetation management to increase sight distance
- Timely repairs to district structures
Wheeler said teamwork anchors the district’s success and enables the team to operate efficiently and meet its goals.
“The collective efforts and support of my team members help us achieve our shared goal of representing Alabama at its best,” Wheeler said.
